MACC Capitol Testimony

On March 26th, 2026 MACC testified at the MN State Legislature

Right now, nonprofits are often asked to make high-stakes decisions about pursuing public funding—without clear, upfront information about expectations, requirements, or risk. That creates unnecessary barriers and inequities in access.

Over the past year, MACC has been working alongside partners across Minnesota to advance practical, system-level improvements to how the state contracts with nonprofits.

One simple but powerful step: requiring a plain-language RFP Executive Summary—so organizations can quickly understand key details and make informed decisions before investing significant time and resources.

This is about:
• Transparency and accessibility
• Smarter, more efficient processes
• Stronger partnerships between the state and the nonprofit sector

We’re encouraged to see this bill moving forward—and proud of the broader set of tools our coalition has developed to help policymakers better understand how nonprofits operate as essential partners in delivering public services.

At a time when narratives around “fraud” can overshadow the reality of this work, we remain committed to advancing solutions grounded in trust, accountability, and the lived experience of practitioners.
